The late Mr Noah Semugoma
Founder's legacy

The late Mr Noah Semugoma

Mr Noah Semugoma established Uplands High School Mutundwe in 2001 after a long career in education and public service. His experience as an educationist and former Head Teacher of Lubiri Secondary School shaped a school focused on access, discipline, quality and community service.

The current leadership honours this legacy by pursuing sustainable growth while protecting the values and purpose on which the school was founded.

Governance framework

Clear roles, shared responsibility

The Board of Governors provides strategic oversight and approves major changes. The Head Teacher coordinates school operations and implementation. The management team supports review and adjustment, while heads of department monitor teaching and departmental performance. A monitoring and evaluation function tracks data, results and reporting.

Board oversight

Strategic direction, policy approval, governance reviews, financial accountability and risk oversight.

Management leadership

Operational coordination, staff supervision, student welfare, communication and implementation.

Stakeholder voice

Student surveys, parent feedback, alumni engagement, community consultation and partnership meetings.

Accountability

Governance which earns confidence

The school’s governance framework supports clear policies, regular audits, performance reporting, monitoring, risk management and transparent decision-making. These systems protect school resources and keep attention on student outcomes.
